Sliding scale and write-off balances should show as zero

For clients with a sliding scale or a write-off, the remaining balance still shows in their account. If a client is charged $150 but the regular charge is $200, the remaining $50 always shows in the balance as the amount he owes. The balance should instead show as zero in the client's account.
